It is probably too much trouble remove all Japanese credits and dub them in English too. They are far from the manga (Bleach-wise), not only in Japan but in America, and who wish speed things up with their anime dubbed. The opening is the entrance to the anime, they want to keep it in. They do not dub anime, unless you are positive that will bring a lot of money from DVD sales and merchendise. If not at the top of the charts, there are good chances of being neglected.
