a good software to create cartoon style of Japanese animation comic book?

What is a good program to use animation software to create digital animation in the style of Japanese anime or comics? I'm pretty decent anime / comic line drawings. I know that Flash has a very basic animation, but I'm really looking for quality results indie filmmaker, but still less than 100 pounds (I'm only 14) However, any suggestion of a good software for animation is appreciated!

Some of the better commercial 2D animation programs such as Digicel Flipbook, Toon Boom, TVPaint, TAB, and PAP, have Student or versions Express that are quite cheap. However, you may be disappointed by how crippled these stripped programs compared to their more expensive Pro versions. But if you look hard enough, you should be able to find cracks are online (rapidshare, bittorrent). There are free alternatives.
