I need help making a clutch bag?

I have a bag. I have no idea where I can get a pattern. I had a look at about.com but I'm not sure what everything is for example an interface * enough * 1 "1" wide velcro hook optional *, 26 "base outside edge to anyone who can explain what a shipment is god. Know a site or a more understandable id be grateful:)

I'm not sure what the hook and loop tape, but the interface is a rigid type of fabric to buy to put in things like wallets to help people keep their shape.
