How can you make a [Yoruichi] Bleach anime cosplay costume?

I'm going to an anime convention soon and wanted to dress cosplay Yoruichi as the anime Bleach. I wanted to wear black suits with the butterfly on it … but the line of dresses are so expensive. Does anyone know how to make one? Please include the materials they need and how to put together … if you do not know how I could accept an answer with a site that sells cheap … thank you very much =)

To purchase first a black top with any screen. The Summit should be similar to bleach Yoruichi costume without the butterfly.
