Why jackets are so popular in Japan, the manga / books?

I recently gave some original Japanese manga and all that only cover. I guess the coverage to lower costs because they can be colored with only coverage is linked with toner. But what about the small group / Strip of paper that fits in the bottom of some covers? Is this the "true" to keep this? Or should it be discarded?
