How I can repair and finish an oil painting?

While cleaning my mother's and father's house, I met a beautiful oil painting that my mother painted about 65 years of a woman carrying water. I think she did a great job with the painting except the face that needs shade in the entire chin area. She must have felt the need to work also face because I can see where the pencil in some shading around the side of the face and just below chin. I would try to complete the face for him and then framed. My question is, I can get this done professionally and, if so, where I can find someone qualified to do this? Also, how I can clean the painting? It is a small, dusty, after so many years.

A couple of things I would try to finish before painting. Check if the painting has been painted, otherwise, I'm first. The reason is, if it does not touch the right can removed without disrupting the underlying original painted surface. If you think you have done, find an artist who remains true to an artistic style of her mother. After evaluating painting is also an idea of what painting can do this without affecting its value.
